Not confirmed in the sources we checked

The Steam store page does not publish a single maximum co-op size for every activity. It also does not describe a fully shared campaign or open-world mode. Different activities may present different capacities, so publishing one number without naming the activity would be misleading.

The useful answer when a friend asks

Tell them that Online Co-op is confirmed, then open the specific activity and read its live lobby. That gives a faster, more current answer than repeating a number from an older video. This page will change only when an official source documents more exact mode-by-mode limits.
